"Guide for Better Umpiring"

An umpire is usually his/her own most severe critic, and rightly so. After each game the umpire should analyse his/her performance to check whether or not there are areas for improvement.

In order to assist the umpire to make this honest and objective self-criticism, the following check list in the form of questions relating to current performance could be used.

Did I ...?
  1. Umpire in a neutral manner
  2. Deliberately favour one team more than the other, or umpire one team only, because I was so familiar with the other team's play.
  3. Concentrate fully, or was I watching the game with spectators eyes.
  4. Remain consistent in my decisions, especially my observations of 3ft, 3 seconds, etc.
  5. Concentrate more on certain infringements that others.
  6. Concentrate more on certain players than others.
  7. Concentrate more on infringements in the circle than anywhere else on the court.
  8. Move to the back line every time it was necessary.
  9. Hold up play by slow and pedantic terminology.
  10. Hold up the centre pass because I was too slow getting back to the centre.
  11. Indicate either physically or verbally every time at the Throw in.
  12. Spread my vision especially in the circle, to observe infringements off the ball.
  13. Use the advantage rule at the expense of control.
  14. Stop the game too frequently because I did not use the advantage rule.
  15. Act too casually suggesting that I was not interested in the game.
  16. Antagonise the players by speaking too officiously, and using exaggerated hand signals.
  17. Present a calm and confident image.
  18. Remember to smile sometimes.
  19. Deal with misconduct correctly, calmly and sensibly.
  20. Did I allow contesting for the ball.
  21. Did I have too many Toss Ups owing to not making decisions.
PRELIMINARIES TO THE GAME:

*Ensure the preliminaries are carried out in an efficient manner off the court.
*Meet the other umpire.
*Call the teams by their names.
*Check that the Court, Goalposts and ball conform to the rules of the game.
*Meet the scorers and time keepers.
*Check with the time keeper that she/he will inform you with 30 seconds to go, 10 seconds to go, and end, in any interval.
*Check with the time keeper that she/he will rise with 10 seconds to go and inform you of "TIME UMPIRE" at the end of the quarter.
*Inspect the players for sharp adornments, jewellery, uniforms and fingernails (short and smooth).
*Ascertain the result of the Captain's toss for selection of centre pass to commence the game.
*Umpires toss for goal end, with the winning umpire, umpiring to the north.
*Take up position at the side of the court ready to start the game.

STARTING THE GAME:

*Check that the centre taking the centre pass is in the circle and has the ball.
*Check that the players are in the correct playing areas.
*Signal the direction of the centre pass.
*Check that the other umpire is aware of the imminent start.
*Signal for the commencement of time by blowing the whistle to start the game.

FINISHING THE QUARTER/GAME:
*When the time keeper calls "TIME UMPIRE", immediately blow a loud, long whistle roll.
*Raise one hand high in the air.
*Begin the action facing the court and turn to face the officials' bench to finish the action.


LEAVING THE COURT AT THE END OF A QUARTER:
*Meet the other umpire and leave the court together.
*Collect the ball and take it off the court with you.
*Check and confirm with the other umpire which team is taking the next centre pass for the commencement of the next quarter.
*Advise the scorers of the next centre pass - for confirmation purposes.
*Stand by the scorers' bench together for captains to approach, if necessary.

END OF A BREAK:
*30 seconds prior to the end of a quarter immediately blow whistle ("roll" of the whistle). Re-check with the other umpire for confirmation of the centre pass.
*Proceed into place at the side of the court with the ball.
*10 seconds, blow the warning whistle ("roll" of the whistle).
*Proceed into place on the correct sideline.
*Hand signal for player to indicate the centre pass.

STOPPAGE FOR INJURY OR ILLNESS:
*If the injury is not apparent, inquire why?
*Blow the whistle and instruct the time keeper to take time.
*Note where the ball was when play stopped, including the player who had possession of the ball when the stoppage was called.
*Injury time is for no more than 2 minutes.
*Ensure that play is restarted as soon as possible.
*Check that during the stoppage, other players remain on the court.
*A Coach may enter onto the court to coach her/his side during a stoppage for injury or illness.
*Umpires to remain outside the court, adjacent to the position where the player with the ball was, when the stoppage was called.

RE-STARTING PLAY AFTER A STOPPAGE:
*Ensure that the court surface and surrounds (where the umpire must run) are safe to resume play.
*Check the ball to ensure that there are no traces of blood or body fluids. If there is have the ball replaced.
*Indicate the imminent re-start for players to quickly move back to their own playing areas.
*Ensure that play is set up to resume from where the ball was when play stopped.
*If contact caused the injury and stopped play, name the infringement and set the penalty where the infringement occurred, ensuring the player who caused the contact is standing beside and away, and is not able to take any further part in the game (verbally or physically) until the ball has been released by the thrower.
*Signal to the time keeper and blow the whistle to re-start play.

FAILURE TO TAKE THE COURT:

* If there are at least five (5) players present, a team will be required to take the court to start play.
*Prior to the end of an INTERVAL, THE UMPIRE SHALL:
*Blow a 30 second whistle for the teams to take the court
*Blow a 10 second whistle warning
*Blow for the end of interval time
*If there are less than five (5) players present and the team fails to take the court, the umpire shall:
*Allow a further one (1) minute and require the team to take the court within that time.
*If the team still does not take the court at the end of the one minute, the game shall be awarded to the non-offending team
*The start of the new quarter begins after the one (1) minute.

WARNING:

* A warning may be given to a player and/or a team official whose comments and/or behaviour are considered inappropriate in any way.
*Umpire signals to the time keeper to hold time
*Umpire advises the player and/or team official of the penalty, if further breaches occur.

SUSPENSION:

* When a player is suspended from the game the umpire shall
*Signal to the time keeper to hold time;
*Advise the player of the reasons for the suspension and for the time for this to apply (e.g. until the next goal, until the next interval, for up to 5 minutes, etc). The length of time should be appropriate to the level of seriousness of the behaviour concerned.
*Advise the time keeper of the length of the suspension.
*The suspended player must move to the designated area next to the officials' bench.
*Signal to the time keeper and blow the whistle for the game to be resumed.

EXPULSION FROM THE GAME:

* In the case of a more serious misconduct, an umpire may order the player to leave the court and to take no further part in the game.
*In the case of a team official, the umpire may order that official to be excluded from the stadium, or playing courts.
*No substitution is allowed to be made for a player ordered off.
